Sean Penn is reportedly developing a new feature film centered on the early life of a police officer who was present during the Jan. 6 attack on the U.S. Capitol, with Bradley Cooper attached to star and Penn expected to direct.

The project is currently in development at Warner Bros. and is being described as a character-driven drama rather than a straightforward political film. While details about the plot remain limited, the story is said to follow a police officer whose life intersects with the events surrounding the Jan. 6, 2021, insurrection. Industry sources have characterized the screenplay as an “unexpected story about friendship,” though the precise role the Capitol attack plays in the narrative has not yet been disclosed.

Neither the identity of the real-life officer who inspired the project nor the film’s title has been revealed. The reports also stop short of clarifying whether the story focuses primarily on the events of Jan. 6 or uses them as a backdrop for a broader personal drama.

The project marks a potential reunion between Penn and Warner Bros. at a time when the studio itself is undergoing significant changes. The film’s future may depend in part on the outcome of ongoing corporate developments involving Warner Bros. Discovery and Paramount. The Justice Department recently approved Paramount’s bid to acquire Warner Bros. Discovery, a move that could reshape the future of projects currently in development at the studio.

That corporate backdrop has generated particular interest, given Penn’s outspoken political views and his long history of criticizing former President Donald Trump. Penn has frequently used interviews and public appearances to voice opposition to Trump and his administration, once describing the president as “an enemy of mankind.” While no official details have suggested the upcoming film will serve as an overt political statement, the Jan. 6 subject matter and Penn’s involvement have inevitably fueled speculation about the project’s perspective.

At this stage, the available information points to a film focused primarily on character and personal relationships rather than a direct recreation of the Capitol attack itself.

If the project moves forward, production is not expected to begin immediately. Cooper is currently committed to another major studio project, with reports indicating that work on a new Ocean’s film will likely occupy much of his schedule. As a result, filming on Penn’s movie is not expected to begin before mid-2027.

Penn is producing the project alongside John Ira Palmer and John Wildermuth.

The filmmaker has previously explored politically and socially charged subjects throughout his directing career. His best-known directorial effort remains Into the Wild, the acclaimed 2007 adaptation of Jon Krakauer’s nonfiction book. Since then, Penn has directed films including Flag Day, The Last Face, and Superpower, a documentary examining Russia’s invasion of Ukraine. He has also remained active as an actor, earning two Academy Awards during his career and continuing to take on both independent and studio projects.

Reports have also linked Penn to another developing project centered on the murder of journalist Jamal Khashoggi, though little information about that film has emerged publicly.
